Two interests behind valenks: a resort the publisher operates, and referral commission on bookings.

Referral links on valenks
Hotel buttons on valenks can embed a referral code, so the partner network sees the visit originated here. Book after that click and valenks may be paid a commission, while the rate you see is unchanged.
The publisher's resort
MGM National Harbor, LLC publishes valenks and operates MGM National Harbor; that is why the resort holds row one, and the remaining rows reflect editorial judgement. A stay booked at MGM National Harbor pays the owner directly, referral code or not, and so benefits the publisher of valenks.
Things commission never touches
Referral money has no say over the order of rows two to ten, the facts printed, or the reminders about resort fees and age rules. No property can buy a place on valenks or a higher row.
Where each button goes
Each Check availability button on valenks links to the property's official site, launches in a fresh browser tab, and its markup is tagged rel="sponsored" for search engines.
